Don't put .txt files in the bin/ folder #11

I would recommend moving all the .txt files from bin/ to conf/ or something else to make it possible to package this in Conda or Brew.

Should be easy given you have a nice YAML config system.

This has been addressed as part of the effort to improve portability of the pipeline in pull request https://github.com/CPTR-ReSeqTB/UVP/pull/19
