Restructures index and adds content for GDPR context - to address #4 #5

This PR is to address issue #4

I did the following:

Restructured the site index such that GDPR related topics are located together
added some context for GDPR changes
added the figure to explain how templates that we provide differ from institution-based forms
cleaned up some links

@CPernet @PeerHerholz please review

Excellent job everyone!

My two cents

1) yes to explaining defacing etc 2) names of those accessing data: in the past we also just wrote “members of research group X lead by PI ...” since sometimes it is not known in advance if new members will join and access the data.
