Port changes are not detected #228

Hi all,

I'm having trouble using the CPqD switch. It fails to inform the controller when a port state changes.

My procedure is the following:

Start ONOS
Start Mininet
Use ifconfig to bring down a link between to switches
Ifconfig up

After that the switch doesn't not send a message to the controller saying the port is enabled.
