New issues are not getting added to the hugrverse project #37

The latest permission changes broke hugrbot's token access to the project. We need to give the add-to-project action access to both this repository and the project in a different organization, which may not be supported by fine-grained access tokens.

This is now fixed. I manually added the previous issues too.
