Currently WebParser is only locally runnable on WSL Interpreters, or computers which run using WSL and/or Linux. Currently there is no resolve for the Windows version, but you can resolve it by adding a WSL interpreter to your IDE.
IDEs which have this are : VS Code Pycharm (Professional Version, not community)
Thanks for the comment -- we are working towards a permanent solution to this problem, we'll soon release a patch.

I really need to get this working because Bobcat fails in parsing the sentences into diagrams. Can someone please help me with this?
