Add option: enable/disable tutorial UI #51

Hi

At the moment advisor icons are enabled only in tutorial mode.

Could you make them a configurable option so that they can be easily turned on instead of editing files?

This is something that's going to happen after a proper settings menu gets implemented, can't afford the clutter in the current popout ui, plus this is the kind of thing that works best as a persistent setting anyways

Look for "Recommend" word in the mod files. There will be lines that are commented out. You need to uncomment those.

Thank you. Its my first civ game and i dont play others strategy game so i need a little help.

This will probably be an option in the 0.7 version if you don't want to have to edit .lua files yourself.
