BTS - fix trade panel crashes when no available traders #552

Fixes #549 when game crashes if we try to choose trade routes since we have no available traders to make these routes.

No idea why the shrug emotes come with genders, by the way

It was really easy to reproduse :smile: It was enough to open available routes tab in tradepanel and click on any route if we had no traders at all or all of them were "busy" creating trade routes. In that case the game always crashed. The problem was in the game tried to infinitely cycle through a blank list of "active" traders.

By the way maybe it's a bit unfair if we can see available trade routes without traders. We can't do this in Vanilla.
