Adds Naturalist lens, which is similar to #562, except it does not calculate if park can be built if a tile is bought or improvement is removed.
Combined City Overlap lenses to one.
Adds side panels to Resource Lens and City Overlap Lens.
Fixed Prereq techs and civics not being checked in builder lens in some instances.

I'm going to wait on @pspjuth's PR to develop a bit before merging the update. Ideally I'd like to avoid creating extra work for everyone involved

I closed this and pushing the latest version of ML (with the new version of Naturalist lens) in the summer-2017 branch.
