Resolves #551
This is accomplished by dimming the purchase button if there is no space in the city to spawn the unit.
A tooltip has also been added so if the purchase button is clicked the tooltip will explain there is no suitable location to place the unit.
Note: The purchase button is not actually disabled but is only dimmed so the tooltip will only appear if the button is clicked.
