A bunch of cleanup and the 302 and 401 permissions fix for editing relationships and observations.

• Fixed the 302 on click of the edit relationship link.
• Fixed the 401 on submit of editing observations.
• Cleaned up the relationship_edit and relationship_form templates.
• Updated the relationship_form to inform the end user the relationship id that was just created in the alert message.
