Location tab #82

It was just brought to my attention that in our current production version of CDMS v2.3, project staff w/ "Edit" or "View" privileges cannot see the 'Lists' or 'Locations' tab. Only members assigned as a project "Admin" are able to view those tabs. It was my understanding that everyone in a project could see the locations assigned to that project. Given impending changes to how locations are handled, we should be aware of this possible bug and discuss the intended functionality in order to properly address the problem.

The SQL database update script created an empty dataset (id = 1262) with the same "Location" name that is used for the database location lookup table (screenshot below). Innovate stated in their SQL script that this dataset is always called to pull data in the Location tab. I'm not sure if or how this will affect system functionality, but at the minimum it's rather confusing to have an empty placeholder dataset associated with the given project.
