Classes should probably be particulars #1

The main issue is that in many places it appeared that classes are actually particulars. For instance, the 'federal policy constraints rule' is a particular rule that won't have multiple instances that instantiate it, yet its represented here as a class. See also 'Common Rule' and many of the goals.
