Migrate react-leaflet from v2 to v3 #14

Why it is needed ?

React-leaflet version 2 is no longer maintained.
we saw in !2 we had to pin react-leaflet-draw because it uses react-leaflet version 3 in its latest versions.

Benefits:

this new version is written in Typescript thus code completion is better and code more integrated.
seems that it is closer to “pure” leaflet so less documentation sources.

Actually, don't do that migration because react-leaflet v3 license is not compatible with current lib license.
