This PR adds a RootStateStore whose children are the EngineStateStore and the ApplicationStateStore.

TODOS:

[x] Create files in state directory.
[ ] CS1.config({}) set up to drive initial states of all stores.
[ ] Start design of CS1 native ECS where core systems data, that should be available via the state management system, are outlined in starter files.
