Accept address that is only numeric #145

Describe the bug I am able to add an address that is -1

To Reproduce Steps to reproduce the behavior:

Follow the add person command
Put address parameter as -1
System accepts that

Expected behavior Regex should have rejected -1 and wanting a more precise address
