Create BE Request Protocol #10

A draft of a protocol for requesting resources from BE should be designed. The protocol will probably be used by both HCI and ML groups. The draft needs only to be a skeleton so that groups can start making design decisions with a basic idea of what's going on. Once a draft has been made, changes can be proposed through raising issues on this repository.
