If creating this as a webpage, what frameworks are going to be used?
For front end; suggest plain HTML/CSS and JavaScript. The design is simple and should not require any libraries.
PHP should suffice for the back-end, holding the records of the financial reward once entered. Perhaps an admin panel to make a GUI for managing them could also be used.
