Especially for new users (or bosses ;)) it is often not clear what some "thing" does. E.g.: What does a rate rule do? What is an assignment rule for?

Ideally, there should be some easy system in BioPARKIN to allow users to get to such information. This could be:

A info bubble that pops up when the user holds the mouse over the thing in question
Activate and use the ? button in the title bar (Qt's "WhatsThis" functionality)
...
