integrates changes in https://github.com/imagej/imagej-tensorflow/pull/18
get TensorFlow library status and version from imagej-tensorflow
call Edit > Options> TensorFlow... in case library is missing / failed to load

Since all the work for adding a command to manage TF libraries moved into imagej-tensorflow 1.1.0, I started with a clean PR https://github.com/CSBDeep/CSBDeep_fiji/pull/31.
