bug in wispic method #1

bad_regions in wispic method, are off by the epoch length

Hey just FYI, you can commit the fix with the string "#1" in the message, e.g. Fixes bad epoch bug #1, and the commit will automatically be referenced here so you don't need to comment.

Also, as you can see above, the same thing applies to comments such as this one, so you can cross-reference issues that way.
