Rename commands in reviewQs.py and qanda.py #88

reviewQs.py: getQuestion --> getReviewQ addQuestion --> addReviewQ

qanda.py: getAnswersFor --> getQuestion

This is keep commands consistent since qanda.py has deleteQuestion.
