added feature folder and files

added the following directories:

• features
  • steps
    • recommendations_steps.py
    • web_steps.py
  • environment.py
  • recommendations.feature

made some basic changes to the files:

• changed all pets into recommendations
• changed the example in recommendations.feature

also added some packages to pyproject.toml and rebuilt poetry.lock
