[6] Add a Dev Deploy Stage to the pipeline

As a developer I need a Dev Deploy Stage in the pipeline
So that the microservice can be deployed to the dev namespace in the Kubernetes cluster

Details and Assumptions

• The micro service will be deployed using the Docker image from the Build stage if the latter completes successfully.

• The space is "dev" and the node number is "30001"

  Acceptance Criteria

  Given the build stage runs successfully
  When the docker image is built
  Then the docker image is deployed to the dev environment
