As a recommendations squad member I need to be able to access API key in project dev environment So that 'make login' works seamlessly

Details and Assumptions

Project API key will be added as ~/.bluemix/project_apikey.json

Acceptance Criteria

Given that API key has been added to dev env
When 'make login' is invoked
Then authentication succeeds for every squad member
