As a Developer I need to create a docker image
So that we can push our dev environment to the cloud

Details and Assumptions

usable by any who wants to contribute

Acceptance Criteria

Given a docker image in our repo
When a developer wants to contribute to our project 
Then they can test and deploy in our cloud environment
