If any student is marked as ungraded in Gradesope, undefined behavior will happen.

Do not allow grading to continue if any student is marked as ungraded to prevent early posting of grades.

[x] Checks the number of ungraded assignments at load-in.
[x] Reports that x number of students are ungraded and thus grading cannot contuine.
[x] Returns an empty data frame in this case so that later error handling will take care of it.

This issue is backlogged until we figure out how often it occurs in prod.
