[ENHANCEMENT] Add Support to Config File for Custom Late Penalties

Description

Not all classes use the 20% per day late penalty like 101 / 102.

Add support for the user to define a late penalty during the creation of the config file.

[x] User is prompted to define a number of days for the late penatly.
[x] User is prompted to define the max percentage for each day.
[x] User is asked to confirm late penalty is correct.
[x] If is incorrect, user will be able to reenter the late penalty.
[x] Late penalty is written to config file as a list of floats.
[x] Late penalty is read from config file as a list of floats.
[x] Late penalty is stored in range [ 1 - 0 ] (see Grade.grade.calculateLatePenalty)
