Maybe "regular" internal links would work in the announcement as well, not sure. Maybe Joonas knows? Feel free to change. OTOH, the https://docs.csc.fi link is not caught by the tests, so I guess it does not matter.

We can use the template variable base_url normalized with the template filter url. I typed it in the comment as well.
