UI impl for creating new review, no API integration yet.

NOTICE: Since there is no impl for home page yet, current button to add new review is at the bottom right corner of the Home page IN FULL-SCREEN VIEW. When home page is done: Delete "margin-top: 630px; margin-left: 1370px;" in Home/home.css .circle-btn and uncomment "margin-bottom: 10px; margin-right: 10px;" to make the button the right place. .container is a placeholder class for the button, replace it with the home page class.
