added DCWBM and catchment #4

Description

I added the catchment() function which uses RSAGA and raster to delineate watersheds. I also added the DCWBM code, which was a package on its own (https://github.com/jwtrubil/DCWBM).

Since this pull request we have added some other code from Dan Moore that also uses RSAGA and likely has some duplication with code. As part of the review we will need to compare the code and examples and pull things in accordingly.
