What kind of change does this PR introduce?

Adds a workflow using Linux to run cmake and build on push to main and branches against main
- Fetches https://github.com/Kitware/VTK/blob/master/CMake/FindNetCDF.cmake to supply NetCDF find_package support.
Adds some pre-commit checks for cleaning up whitespace

Does this PR introduce a breaking change?

No.
