This issue was created as a sub issue from #12 which is to create basic games. I figured it would be easier to break this up into smaller issues so that it is easier to pin down what a person has done for an assignment, since finishing issue #12 would be difficult to do as one assignment even for a group. Thus for this issue, tic-tac-toe is the objective.
