Locate.html needs to be able to interact with the petfinder API #22

I created a "send_message" function in html, but it doesn't actually have a definition in the .js file. My javascript is a little rusty, so if anyone knows javascript and wants to hook the message box and dropdown box up to the Petfinder API, go for it.

Added another box and hooked up both boxes to the API through locate.JS
