support GDAL 2.4.0 #14

pyprecag will not support GDAL 2.4.0 used by qgis 2.18.27+

conda support for windows gdal 2.4.0 has stopped see https://github.com/conda-forge/gdal-feedstock/issues/241#issuecomment-443463792

The last Gohlke wheel for python 2.7 is for GDAL 2.2.4
