Roundtrip from CSV output of LDR to the Excel2LDR format to allow editing #7

This would allow users to download a CSV format from an existing register and edit for the purposes of uploading a new version via Excel2LDR.

Test case could be taking BA glossary (http://envinroment.data.gov.au/def/ba/glossary) and updating with new terms or modified definitions to upload back.
