Develop loci-cache-scripts for v2 cache

We would like to develop a new release of loci-cache-scripts to handle recent updates to the set of Loc-I datasets (let's call these Version 2).

Version 2 cache ingests new s3 assets:

• Updated ASGS features (ABS structures and a selection of non-ABS structures)
• Updated ontology descriptions implemented in loci datasets (GNAF, Geofabric, ASGS)

Plan for this be deployed on CSIRO internal infrastructure then AWS infrastructure.

We'll need to run a new version of pyloci tests to match new cache content.
