This issue is for capturing the activity of creating an automated cache build process via docker

Able to create a cache from data from s3 (static rdf files). Not tested for absolute correctness but first cut done.

Dataset: ASGS 2016, Geofabric v2.1, GNAF current Linksets: mb16-to-cc, addresses2catchments
