Enable excelerator functionality for gnaf1605 address

Enable excelerator to be able to perform reapportionment on:

• MB to address
• CC to address

This can be a proof-of-concept that Loc-I can handle gnaf with ASGS and Geofabric data.

Needed to get cache behaving nicely, which is done now.
