Create release version tags for current loci components

Create release version tags to denote stable deployment of v1 of the loci integration system stack.

This includes:

• loci-cache-build-scripts
• loci-scripts
• loci-excelerator
• loci-integration-api
• loci-integration-app

Decided to go with v1.0 for functionality before hierarchical_overlaps features were merged into master branches - in loci-integration-api and loci-excelerator.

v1.1 onwards would be the current version of loci-integration-api and loci-excelerator where we're developing crosswalks features.
