[BUG] Data table headings appear incorrect in ga when download for CSV #769

Describe the bug A clear and concise description of what the bug is.

To Reproduce Steps to reproduce the behavior:

  1. Go to analytics with Gaeilge Language listed.
  2. Click submit
  3. click download csv button

Expected behavior the csv headings should match the report

Related to € symbol doesn't display correctly when a CSV is downloaded from table Widget[BUG]

Data is encoded from the front-end. Please check if it is possibly to specify utf encoding.
