Describe the bug Trying to alter a widget title unlocks locked settings

To Reproduce Steps to reproduce the behavior:

  1. Go to the widget section of a table page
  2. Click on title
  3. You can now alter other toggles as well as the widget title and so produce a blank widget

Expected behavior Widget options should remain locked until a view is created

title for widget now seems locked until view is created as per rest of widget settings
