After testing https://github.com/CSR-LC/csr-be/pull/75 it was understood that we must change the logic.

Current behavior:

we do unregister a user on changing email
we do not restore its registration on email confirmation (seem just not implemented yet)
as a result - after changing email the user turns unregistered

New behavior:

do not unregister the user on changing email
do not allow unregistered users (role's field "isRegistrationConfirmed": false) access the changing email endpoint (/v1/users/me/email)
UPD (2024-08-20): on confirmation email we also need to set the "login" field in the db same to "email"
