Hawaii and Honolulu are mentioned both. Are these overlapping? Or is Hawaii anything in Hawaii but Honolulu?

They switched how they counted for the US. Up through 3/9/20, they counted by county. Starting 3/10/20, they aggregate it by state. To use data before 3/9/20, you have to aggregate it yourself. Hint: Only US city/counties have commas in them. Filter by commas, split by commas, and then map US state postal code to country. Then groupby.
