Incorrect data for France on 17, 18, 19 March #1097

Hello,

In the file csse_covid_19_time_series / time_series_19-covid-Deaths.csv, the number of deaths for France on these dates are wrong, here are the correct values: March 17: 175 March 18: 264 March 19: 372
