Double Data: East-Timor / Timor-Leste #1229

East Timor is in the Arcgis data two times. Once as East Timor and once as as Timor-Leste. Please deduplify.

@yetzt if you are interested we are working on a downstream "tidied" dataset we are doing one here https://github.com/datasets/covid-19 and we could incorporate some of these fixes in the period whilst the maintainers in this repo are a bit overwhelmed simply updating data (and then later upstream the work).

I've started an issue to incorporate these kind of data normalization fixes (this can probably be automated) here https://github.com/datasets/covid-19/issues/16

sounds great @rufuspollock and as i know you the data will be beautiful and completely fulfill the open definition. sadly i'm too busy with day to day data wrangling right now to contribute.
