Data discrepency in daily CSVs and JHU dashboard #1612

The daily report numbers seem to have some discrepancies from the main JHU dashboards and other data sources. For example, 03/25/2020 case for District of Columbia says 187 but dashboard says 231 (this is one of many discrepancies) . Any reason for this? Can it be fixed?
