As per comment on the commit https://github.com/CSSEGISandData/COVID-19/commit/f5963e75b11ef35894657c5fd4d96a1690a20696, data for District of Columbia on 2020-03-22 is duplicated. This is even showing up in the BigQuery dataset with a combine_key that didn't follow the standards regarding spaces.
