Why new confirmed cases in France is negative 2,510 as of April 29, 2020 and Japan new confirmed cases is negative 417 last April 28, 2020?

alfkoehn commented 4 years ago

Interestingly, negative numbers for France are also found in [1,2] where only the confirmed cases are listed. No idea what is going on there.
