Italy lost one recovered #313

please have a look at https://github.com/CSSEGISandData/COVID-19/blob/master/csse_covid_19_data/csse_covid_19_daily_reports/02-23-2020.csv#L24 and https://github.com/CSSEGISandData/COVID-19/blob/master/csse_covid_19_data/csse_covid_19_daily_reports/02-24-2020.csv#L22

As you can see at 23 february there was 2 recovered, the day after 1 recovered. There is clearly an error. Maybe the database should be corrected and make on 23 only 1 recovered?
