Negative New Cases Globally #3203

hi. there are some parts of the new cases numbers that are negatives in the global data, i.e. the number of confirmed case in a day is below the number of confirmed case in the day before. they may need attention. i can send the whole list of them if you're interested. thanks.

Thanks for highlighting this issue. Both the Ecuador drop on September 6 and Spain drop on April 23 are documented in the README file of COVID-19/csse_covid_19_data/. Spain is also documented in issue #2522.
